Affordable Housing Project Development Funding
Canada Mortgage and Housing Corporation (CMHC)
- CMHC Seed Funding Program
- The successful development of housing requires appropriate skills, expertise and commitment. Proponents need to be organized, and must know how to evaluate housing need and demand in their community, and how to obtain the money and other resources to make their proposed housing project a reality. CMHC Seed Funding provides proponents with financial assistance to carry out these initial activities.
- Amount available: Up to $20,000 ($10,000 as a grant/$10,00 as an interest-free loan)
- Proposal Development Funding (PDF)
- Proposal Development Funding (PDF) loans help with the up-front expenses incurred during the process of developing an affordable housing project proposal. A PDF loan enables housing proponents to carry out the activities required to bring their proposal to the point where they can apply for mortgage financing.
- Up to a $100,000 (loan) is available, with a portion potentially forgivable.

- Headstart on a Home
- HeadStart on a Home (HeadStart) is the largest economic program announced by the Government of Saskatchewan in the last decade to address entry-level hous-ing in the province. With over $200 million in funding, the pro-gram will create a minimum of 1,000 new entry-level homes across Saskatchewan over the next five years.
- The HeadStart program, man-aged by Westcap Mgt Ltd offers:
- Secured loans to finance the construction cost of entry-level housing units
- No requirement of upfront pre-sale of housing units Loans to Developers/Builders subject to an annual 4% fixed rate of interest
- A 10% minimum equity re-quirement by Developers/Builders
- Target sale price at, or below, the MLS average sale price for the Municipality, ex-pected to be in the range of $180,000 - $300,000
- Housing units must be owner-occupied
- Applications must be received from a Municipality. Developers must work with their local Mu-nicipality to prepare an applica-tion specific to their project.

Repairs/Renovations Programs
- Rental RRAP* - Provides financial assistance to landlords to complete repairs required to bring their rental properties up to minimum health and safety standards. This program is available in both rural and urban areas.
- Roominghouse - offers financial assistance to pay for mandatory repairs to rooming houses occupied by low-income tenants.
- Conversion RRAP - assists in the creation of affordable housing for low-income households by providing financial assistance to convert nonresidential properties into affordable, self-contained rental housing units or bed-units.
- Shelter Enhancement Program (SEP)* - Provides financial assistance for repairs necessary to bring existing shelters to an acceptable level of health, safety and security for victims of family violence.
- Saskatchewan Rental Repair Program (Sask Rental) - Provides financial assistance to landlords to complete repairs required to bring their properties up to minimum health and safety standards.
- Saskatchewan Home Energy Improvement Program - Provides financial assistance to landlords to assist with the cost of energy efficient upgrades to their properties.
